Job Description
Position Summary:
The Housing Manager oversees day-to-day operations of one or more public housing developments or housing programs under the Housing Authority’s jurisdiction. This role ensures compliance with HUD regulations, tenant relations, rent collection, lease enforcement, maintenance coordination, and community engagement while maintaining high standards of property and program performance.
Essential Duties and Responsibilities:
Supervise on-site property management staff including Assistant Managers, Leasing Agents, and Maintenance personnel.
Monitor occupancy rates, oversee leasing activities, and ensure timely unit turnaround.
Enforce lease agreements, manage rent collection, and initiate appropriate legal action for lease violations or nonpayment.
Conduct regular property inspections to ensure safe, decent, and sanitary conditions.
Respond to resident concerns and coordinate resolution of complaints and service requests.
Ensure compliance with HUD, local housing codes, and Housing Authority policies and procedures.
Prepare and maintain accurate records and reports on occupancy, rent collection, maintenance, and resident activities.
Participate in annual recertification and eligibility processes, including income verification and rent calculations.
Collaborate with Resident Services to address tenant needs and support family self-sufficiency.
Assist in developing and managing site-specific budgets and expenditures.
Support capital improvement projects and modernization initiatives at assigned sites.
Represent the Housing Authority in resident meetings and community events.
Qualifications:
Knowledge of HUD regulations, affordable housing programs, and landlord-tenant law.
Strong organizational, interpersonal, and communication skills.
Ability to supervise staff and manage multiple priorities.
Proficient in property management software and Microsoft Office Suite.
Education and Experience:
Associate’s or Bachelor’s degree in Public Administration, Business, Social Work, or related field preferred.
Minimum 3–5 years of experience in property or housing management, preferably in public or affordable housing.
Supervisory experience strongly preferred.
Certifications such as Public Housing Manager (PHM) or equivalent are desirable.
