POSITION: HPN - Airport Security Manager

REPORTS TO: Deputy Airport Manager – Operations

LOCATION: White Plains, New York

AIRPORT: Westchester County Airport

SUMMARY

As the airport’s primary Airport Security Coordinator, the Airport Security Manager is responsible for the day-to-day security operations at Westchester County Airport. This includes managing the Airport Security Department. This position works under the supervision of the Deputy Airport Manager - Operations.

ESSENTIAL DUTIES

  • Ensures oversight and compliance with all requirements under the Airport Security Program (ASP).
  • Responsible for the management of the security access control systems, access ID card distribution, and record-keeping.
  • Manages all airport-controlled CCTV camera system functions, including service maintenance, design and construction oversight and camera recording.
  • Manages the Airport security ID system, which includes criminal history record checks, other background checks as required by the Transportation Security Administration (TSA) regulations, ID card issuance and associated ID equipment maintenance.
  • Oversees airport tenant security plans, procedures, and overall compliance with security regulations.
  • Represents the Airport at internal and external security meetings.
  • Participates in Airport staff meetings.
  • Recommends, develops and implements policies affecting security activities.
  • Responsible for the coordination and oversight of contractor training and airport access procedures in accordance with the ASP.
  • Directly responsible for compliance and dissemination of all TSA security directives and changes in Department of Homeland Security (DHS) threat assessment levels.
  • Prepares and develops timely updates to the ASP as approved by the TSA.
  • Responsible for the management of the Airport lock and key control system, Airport vehicle permit issuance and all Airport security training responsibilities.
  • Works effectively with partner agencies and businesses including, but not limited to, Westchester County, Public Safety, TSA, CBP, FAA, FBI, Airport tenants on all matters related to Airport Security.
  • As Department Manager, prepares and presents the security capital and operating budgets, tracks and explains variances throughout the year, and coordinates with cross-functional departments for initiatives that require multiple resources.
  • Responsible for supervising proper execution of the airport snow and ice control plan for both airside and landside operations when required.
  • Responsible for providing initial ARFF supervisory response to all aircraft emergencies/alerts and establish incident command with mutual aid fire rescue when required.
  • Other duties as assigned.

MANAGEMENT RESPONSIBILITIES

Directly supervises three employees in the Airport badging office. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable regulations. Responsibilities include training employees, planning, assigning, and directing work, appraising performance, addressing complaints, resolving problems, participates in subordinate hiring, discipline, goal setting and performance appraisals.

EDUCATION and/or EXPERIENCE

Four-year college degree with a minimum of two years relevant experience or an acceptable combination of training and experience.

Demonstrated management capabilities.

Demonstrated knowledge of airport security systems and airport operations.

Practical knowledge and experience in airport security or general aviation security operations including airport snow and ice control plans and aircraft rescue and firefighting responsibilities.

Must possess demonstrated, effective internal and external communications, written and verbal skills.

LANGUAGE SKILLS

Ability to read, analyze, and interpret Security procedures. Ability to write reports, business correspondence. Ability to effectively present information and respond to questions from groups of executives, employees, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid Drivers’ License

Must be able to pass and maintain Westchester County Airport security clearance requirements.
